Illinois Tollway Seeks Firms for $79 Million in Upcoming Work on Move Illinois Projects

 Services needed for roadway design, construction management, utility relocation and materials engineering work

The Illinois Tollway today announced that it is seeking firms to provide professional services for 14 new contracts for its 15-year, $12 billion capital program Move Illinois: The Illinois Tollway Driving the Future.

The contracts will provide for an estimated $79 million in design, construction management, utility relocation and materials engineering work for upcoming contracts on the Elgin O’Hare Western Access (EOWA) Project and the Jane Addams Memorial Tollway (I-90) Rebuilding and Widening Project, as well as systemwide projects. The Tollway estimates that nearly 200 engineering firms are currently working on the

Move Illinois Program.

“Through its capital program investments, the Illinois Tollway is ensuring that Northern Illinois will have a modern transportation system to serve its residents and businesses,” said Governor Pat Quinn. “These projects, including building new Elgin O’Hare Western Access and rebuilding and widening I-90, are providing jobs now and will strengthen the economy throughout the region over the next decade.”

Move Illinois is continuing to provide opportunities for engineering firms of all types and sizes to work with the Tollway,” said Illinois Tollway Executive Director Kristi Lafleur. “The contracts we are advertising for today will move us full speed ahead with the third year of our capital program, including work on the Jane Addams, the new Elgin O’Hare Western Access and major improvements to our existing roadways.”

Contracts being advertised today include:

• Three design contracts for the EOWA Project.

• One construction management contract for $60 million worth of construction on the EOWA Project.

• One design and construction management contract for intelligent transportation systems for the EOWA Project.

• One construction management contract for $70 million worth of construction on the I-90 Rebuilding and Widening Project.

• Three design contracts for systemwide work.

• Three construction management contracts for $100 million worth of construction on systemwide work.

• One utility relocation contract for systemwide work.

• One materials engineering contract for systemwide work.

Submissions are due October 23, with contracts expected to be awarded by the Illinois Tollway Board of Directors this December. Work is expected to begin next spring.

Illinois Tollway professional services contracts are awarded through the qualifications-based selection

(QBS) process (Illinois Public Act 87-673 {30 ILCS 535/1-535/80}) Architectural, Engineering and Land

Surveying Qualifications-Based Selection Act), which requires state agencies to select professional

architects, engineers and surveyors on the basis of demonstrated competence and professional

qualifications. Staff from the Department of Engineering checks statements of interest to ensure that

specified pre-qualifications and documentation are met and then reviews and scores statements of

interest based on the selection criteria outlined for each project. Executives from the Department of

Engineering then review the scoring, as well as each firm’s capacity, and identify the top recommended

firms per project. To complete the review, a committee of Tollway professionals and independent

engineering officials considers the top recommended firms and finalizes the top three firms in ranked

order. The Tollway then seeks to negotiate a final contract price with the top-ranked firm.
